Who’s affected by the delay being reported? (Reported all over the place search delay in signing with insurance companies for Federal exchange and variations on that)
First, only those eligible to use the health exchanges (see “Obamacare: ‘I do not think much of a man who is not wiser today than he was yesterday’”) which describes who is eligible to purchase insurance from exchanges.
Second, when? The delay does NOT currently apply to when open enrollment begins on October 1, 2013, but instead is a delay in what insurance plans will be available for consumers through the federal exchange which was supposed to be available the first week in September for consumers to consider and now is scheduled for later in the month.
Third, the direct impact is a reduction in the amount of time individuals eligible to use the federal health exchanges will have to look at the insurance plans that make it onto the Federal exchange prior to open enrollment which is from October 2013, all the way through March 2014, for this year.
